The principle of community as a breeding ground for urban development of the future


A Ukrainian town shows how it is done: Newly discovered community spirit can overcome hierarchies in a short time and lead to decisive decisions. The fourth winning project of the URBAN MENUS Smart City Calls (urbanmenus.com/de/platform), advertised by the Austrian-Argentine architect & urban planner Laura P. Spinadel, has been decided. The city of Koblevo received an award in the Smart City Chiefs category because it broke new paths in collaboration in an incredibly short time that promise smart urban design on the Black Sea.

 

In Koblevo there is a need for innovation in the areas of urban infrastructure, security, mobility and tourism. The city wants to become more attractive to the locals and attract travelers all year round. It is particularly challenging here to unite the interests of different site owners. “We saw negative results when planning without a shared vision,” explains Svitlana Talokha, Secretary of the City Council. Serhii Fedosieiev, chairman of the local development agency Koblivskoyi UTC, also emphasizes that “it is important to work together in a participatory process in order to achieve better results”.

Now, a few months ago, a process for the participation of important stakeholders, including citizens, was started and new potential is emerging: new legislation on neighborhood development is to come into force in July, and the exchange with a neighboring city is an issue for the implementation of a leisure area in the port , two city walk miles are conceivable, cooperation is taking place at every nook and cranny. The local economy is also pulling in the same direction: "It is ambitious, but we will do our best to support it," said Oleh Bozz, Chairman of the Koblevo Business Association.

The city was honored by URBAN MENUS because it is a good example of what coming together and thinking together in a structured way - across hierarchies - can already move in the preliminary planning stage and how processes can be rationalized in the sense of the whole. Too often people with central responsibility are only involved towards the end of the process and negative decisions are made that cancel what was previously worked out. This costs time and, due to a lack of satisfaction, later also correction money. In Koblevo, courage and commitment work towards a strong consensus right from the start. Problems are solved together and the risk of later surprises is reduced.
