The 13-year closure of the Gaza Strip by Israel and the neglect by the Hamas authorities put a heavy strain on the daily lives of tens of thousands of Palestinians with disabilities. Widespread Israeli restrictions on the movement of people and goods, sometimes tightened by restrictive measures by the Palestinian authorities, are restricting access to tools, health care and electricity for many people with disabilities. Chronic power outages, in particular, threaten the rights of many people with disabilities who need lights to communicate in sign language or devices that run on electricity to get around, including elevators and electric vehicles.
