But thanks to a consortium of local organizations, some communities in the hard-hit areas were ready-equipped with an early warning system and trained in search and rescue, safe evacuations, and health and hygiene in emergencies.

Oxfam helps a movement to move skills, power and resources from international to local and national humanitarian. In the Philippines, we partnered with Christian Aid and Tearfund to help consortia of local authorities become experts in emergency preparedness and assistance.
