Rwanda: Global Playbook of Abuse to Silence Critics

(New York) – Rwandan authorities and their proxies are using violence, legal mechanisms and intimidation to silence criticism from Rwandans around the world, Human Rights Watch said in a report released today. The moves are aimed at preserving Rwanda's coveted image, suppressing dissent that might arise from abroad and reinforcing the chilling message about the price to be paid to critics within the country.
In the 115-page report, "'Join or Die': Rwanda's Extraterritorial Repression," Human Rights Watch documents a wide range of tactics that together form a global ecosystem of repression aimed not only at silencing dissenting voices, but also to deter potential critics. The combination of physical violence, including killings and disappearances, surveillance, abuse of law enforcement - both domestic and foreign - abuses against relatives in Rwanda, and reputational damage from online harassment represent clear efforts to isolate potential critics.
