Good News! Off decided for gas floor and oil heating in the new building, but further steps are necessary:

"The end of gas heating systems and oil heating systems in the new building is a sensible step, but it does not go far enough. The phasing out of fossil energy still needs to be completed and the focus on fossil fuel heating systems is increasingly coming to the fore. For this it urgently needs a clean-up offensive that deserves this name ", comments Johannes Wahlmüller, climate and energy spokesman for GLOBAL 2000, the new Vienna Building Code.

It needs a bid to install renewable energy in existing buildings so that inefficient oil and electricity heating can be replaced by climate-friendly heating systems.
