(New York, NY, July 31, 2020) - Probation and parole are promoted as alternatives to detention that help people get back on their feet, but instead inflated prison and prison populations in the U.S., Human Rights Watch, and the American Civil Feed Liberties Union (ACLU) said in a joint report released today.
The 225-page report, “Rescinded: How Parole and Probation Feed Mass Imprisonment in the United States,” states that oversight - probation and probation - directly jails or jails a large number of people, disproportionately those who are black and brown returns, while largely not helping them get the services and resources they need. In the countries examined in the report, people are often detained for violating their oversight rules or for low-level crimes, and are punished disproportionately for procedures that do not adequately protect their rights to a fair trial.
