(Lima, December 17, 2020) - The Peruvian National Police committed multiple ill-treatment of mostly peaceful protesters protesting the overthrow of then-President Martín Vizcarra in November 2020, Human Rights Watch said today. Peru's Interim President Francisco Sagasti, Congress, and the Police Command should adopt reforms to ensure officials respect the right to peaceful assembly.
Two demonstrators were killed and over 9 injured, some seriously, in the protests between November 15 and 200. Testimony and other evidence gathered by Human Rights Watch indicate that police have repeatedly used excessive force against demonstrators. Injuries apparently caused by tear gas cartridges impact and videos of police officers shooting tear gas directly into the crowd show that they ruthlessly used riot cannons. Additionally, the evidence strongly suggests that officials used 12-gauge shotguns to fire lead bullets and glass marbles directly at people, in violation of their own protocols banning these ammunition.
