(Washington, DC, September 22, 2020) - US electoral responses to the Covid-19 pandemic have seriously affected the eligibility of some people in primary elections, Human Rights Watch said in a report released today. Electoral officials must ensure that any voting method permitted in their state is easily accessible and usable for all voters in order for a credible US general election to take place on November 3, 2020.

The 83-page report, "What Democracy Looks Like: Protecting Voting Rights in the US During the Covid-19 Pandemic," examines changes election officials made in response to the Covid-19 pandemic ahead of the 2020 Arizona, Pennsylvania primary election. South Carolina and Wisconsin and Their Impact on Suffrage. Human Rights Watch recommended steps US electoral officials should take in the November elections and beyond to prevent violations of voting rights that discriminated against blacks and Latin Americans during the primaries.
