(Berlin, December 11, 2020) - The Azerbaijani armed forces apparently carried out indiscriminate attacks in Stepanakert in violation of the laws of war during the conflict in Nagorno-Karabakh, Human Rights Watch said today.

An on-site investigation by Human Rights Watch in Stepanakert, Nagorno-Karabakh's largest city, revealed numerous incidents where Azerbaijan's armed forces inherently used indiscriminate cluster munitions and artillery missiles or other weapons that were not intermediate between military and civilian targets Different objects. Evidence of an attack on October 4, 2020 suggests multiple strikes struck apartment buildings in less than a minute, suggesting a possible bombing that will treat the entire area as a military target and which is illegal under the laws of war. The Azerbaijani armed forces also attacked the infrastructure, which may have a disproportionate impact on the civilian population. The deployment of dual-use military bases and infrastructure in Stepanakert by Armenian and local Nargono-Karabakh forces put the civilian population at unnecessary risk.
