(Berlin) - The Armenian Armed Forces illegally carried out indiscriminate rocket and missile strikes on Azerbaijan during the hostilities from September to November 2020. The Armenian or allied Nagorno-Karabakh armed forces repeatedly fired widespread cluster munitions during attacks on populated areas in Azerbaijan during the six years from the weekly Nagorno-Karabakh war. The use of cluster munitions is against the laws of war because the weapons are inherently random.

During the November field investigation in Azerbaijan, Human Rights Watch documented 20 incidents in which Armenian forces deployed ballistic missiles, unguided artillery missiles and large-caliber artillery shells that struck populated areas in seemingly indiscriminate attacks. In at least four other cases, ammunition hit civilians or civilian objects in areas where there were no obvious military targets. Human Rights Watch researchers documented four cluster munitions attacks in three districts of the country. They killed at least seven civilians, including two children, and wounded nearly XNUMX, including two children.
